I have a CSS template I would like to use that displays correctly in DW8, but in DW9 does not, although this is corrected when I preview in a Internet Explorer. -

Hard to say without any info to go on or any code to view.
Got a URL to the page in question?
Does the page have a valid doctype?
What's a "serious change"?
