Thanks Brian, that's going to help me alot. I also found some very good info on http://www.flashstreamworks.com. Especially the idea of limiting the video stream with code instead of having too many encodings of it.
The form to submit in order to get this whitepaper fails with this message:

I would recommend video size: 1280 by 720 for computers (no devices) and bitrate:1500kbps, but you have to consider that video playback performance will depend of the device specs and monitor resolution . You can get more information in Video Encoding cookbook once problem gets fixed with URL.
