Setting In Points and Out Points is now done through the [ I ] key and the [ O ] key (respectively). This is the more common set of keyboard shortcuts that one experiences in NLEs.
You can change them back to the square braces by going to:
Edit > Keyboard Shortcuts...
Then expand the Edit section
Then scroll down to the commands labeled:

I think you might have miss understood the requrest. I am not talking about keyboard shortcuts. I am talking about the look and feel of the mouse cursor while it is hovering or selected areas of the wave form display. In the old windows version you could change the selector/pointer from the I-Beam to an arrow.
