We'll be able to get you up and running but we're going to need more information to help you but first follow these basics:
Install all Windows Updates.
Install latest version of Apple QuickTime (v7.6.8 at time of writing). Even if you don't use QuickTime, PRE relies heavily on it.
- Install most recent graphics and sound drivers from the manufacturers web sites.
- Run Disk Cleanup.
- Run Defragmenter.
- Temporarily disable any anti-virus realtime scanning.
These may be enough to get you going (they have been proven fixes in many many cases). But if they don't then please give us some information about your PC - processor, number and sizes of hard disk(s), RAM, is it 64bit W7 or 32bit.

What happens if you go to the File menu and select New?
Install most recent graphics and sound drivers from the manufacturers web sites.
Depending on the graphics card, this usually fixes similar display issues. What is the make/model of your video graphics card, and what is the date/number of the installed driver?
