Templates and editing the <body> tag

I have created a Dreamweaver template using CSS and included an id with the body (i.e. <body id="staff"> to mark the navigation tab that corresponds to each department. When you click on a tab it stays highlighted/marked, so you know where you are at on the site.

The Problem: When I am in the template, I can add an id to the <body> tag to mark the page. However, I am unable to make any changes to the <body> tag of pages that are based off of this template. Whether I make the entire page or specific sections of the template editable, I am unable to add an identifying id to the <body> tag because it is considered non-editable. The problem with this is that I will not be able to highlight the navigation tabs when they are selected.

There are 5 departments and 5 ids that I need to attach. The only way around this that I can see is to create 5 templates that include the id name for each department. This seems inefficient and I really don't want to do this.

Can someone please provide any feedback or insight as to how I can set my template up, so I can make changes to the <body> tag of future pages that are based on this template? I would greatly appreciate it.
