Have you found a solution to the phantom '?' showing up? I am now seeing it too.
It turns out that the problem I wrote about was being caused by Quark. I don't have an answer as to what Quark is doing wrong, but I do have a workaround: Copy text from Quark and paste it into a text application like Stickies Notes or TextEdit on the Mac. Those apps strip out the characters that DreamWeaver doesn't like.

AFAIK, that's usually from people using Macs and a system font using a
character set that is not supported by anything other than Macs... whatever
character is being used is translated out by 'nix/bsd/win systems as a ?
either because it's not sure what the font character is, or more than
likely, the ? symbol is what is used at that same place in the substituted
