No, I did not create that page in DW. It was created out of Photoshop CS4 PC.
But I am editing it in DW CS4.

for starters you shouldn't be using tables for design purposes. you should be using divs.
that said, you should be able to align objects the way you want IF your table and column attributes were correct.
How do you know if your table and column attributes are correct?
If I put a static graphic in the Flash file area, it looks fine.
if a graphic looks ok, check its width and height and make sure:
1. the flash stage has matching width and height
2. you publish settings are set to match the stage size
3. you have nothing on the backstage of your flash.
