That partly solved it.
I can't find any place in InDesign in Document Setup or Preferences to make it into an RGB (or CMYK) document per se.
What I'm finding under Edit > Color Settings are settings for both RGB and CYMK (which I'm so far leaving at the defaults). It's apparently not an "either-or" choice; it's just settings for both.
On printing from InDesign, however, I've now noticed, following your suggestion, that in the Print > Output dialog is a dropdown for Color that was defaulting at Composite CMYK. When I change that to Composite RGB and then proceed to print, it's printing correctly, like it did from Photoshop.
So, that's got my problem partly solved.
I'd like to please ask if you can perhaps also help me figure out how to Export from InDesign to a PDF without the loss in quality. (I often have my employee do the printing in-house to our color LaserJet from their computer, which has Acrobat Reader but not InDesign. And sometimes I send a print job out to a local print shop, in which case I typically just give them a PDF.)

Thanks, but frankly this is going way over my skill level and I could get myself into trouble even trying to dabble in most of what it discusses. I did read it thoroughly, though.I had already previously tried to export to PDF from InDesign with Export > Adobe PDF > Output > Color Conversion > Convert to Destination > sRGB IEC619662.1 but that didn't change the result at all.
After having read the article, I checked the box for Color Settings > Profile Mismatched - Ask When Opening and made sure the default for Color Management Policies - CMYK was as indicated in the article (Preserve Numbers), but on closing and reopening the document it didn't flag me about anything.
So, other than getting into Embedded Profiles, which I'm sure is way over my head and an invitation for getting myself into real trouble, I'm still at a loss.
I even tried opening the original JPEG in Photoshop, saving that as a PSD, and placing that in InDesign and doing Export to PDF, but that didn't help either. I even tried unchecking Save As > Adobe RGB (1998) while doing the export and still no dice. (I'm also having the identical issues trying to Save As > Adobe PDF in Photoshop even after trying most of the same approaches I tried in InDesign.)
