I could not find the download link for ARH either, so I used the email address in the Adobe Software Distribution Request approval email, which is: firstname.lastname@example.org.

After checking your response I downloaded the application and made a search for it on my computer. (Thanks for the link information, very usefull)
The results indicated at least one installation within the Flash Builder folder:

This is an upset since I can't garantee that a client would have the Flash Builder installed to also have the ARH.exe file.
It is my intention to send an email to Adobe for the possibility to include the ARH executable inside the AIR installation folder, so that it can be available on an AIR installation basis.
ARH is intended for use when you create your own installer. So you would include the arh as part of the install package when needed.
Where is the license agreement for ARH? And is the above link the correct place to download it from?
Is there a licence agreement for arh utility?
moreover, is necessary to apply for an air redistribution licence in order to bundle arh with a custom installer even if I'm not bundling the air runtime installer?
