And apparently it works now, when I deleted FLVPlayback component from library. Even though it's been there from the start.
I periodically run into this issue too. I tried various 'voodoo' practices like:
- removing old versions of the exported files first
- reverting to "Use Default Names" on the Formats tab
- adding HTML as a Type
- removing HTML as a Type
- un-checking "Include XMP metadata"
But I still haven't found out what makes or breaks the magical SWC export...
I'm using Flash CS5 Professional 220.127.116.119 on a PC
Publishing as AS3, Player 10
The .fla is quite large, 7,200 KB,
The resulting .swf is 1,808 KB...
still no swc...
Anyone else have any tips on this issue?
Having the same issue, no success fighting with it, some flv files work 100%, some flv files no way want to be SWC !! it is very annoying!

Ok, I found the solution.
To be able successfully export SWC along with SWF please make sure they you set:
Flash10 and Action Script 3 in you Publishing setting.
Clicked Export SWC
And main thing please make sure that you movie clip have at least one ActionScript entry, otherwise there is nothing to import. So if you have library with at least one symbol, go in symbol properties and make sure that:
"Export for ActionScript" and "Export on 1st frame" are set
It is enough to do at least for one symbol in library.
Glad to hear you have a solution for your situation. Unfortunately this isn't applicable to my situation. I have hundreds of MovieClips being exported for actionscript. (and actually i don't have any FLV's). I'm publishing as Player 9 AS3. I think it is an unreported out of memory error with the jre used by Flash.
