So what are your export settings?
..and while you are at it...what are you project settings?
Well I want to export it as an FLV because the finished product is going into a flash file - so the default export dimensions for an FLV on ths project are 776x360 - which is a difference aspect ratio and basically premier is giving me a letterbox on the left and right of the video, don't know why. When I click on my sequence it shows it as sized 640x360 which is correct. For project settings, I set action and title safe areas all to 0 hoping it would fix the problem (but it didn't and I'm not sure what these do), video display is timecode, audio display is audio samples and capture format is DV.
You are getting a "pillarbox"...not a "letterbox"
The reason for this is that your export does not match your source material and your project setting
eg you are placing a small picture in a bigger frame (ie you get a black pillarbox as a result)
You can make a Sequence that matches your desired export but that will mean scaling up your source footage and a subsequent loss of quality ( if that matters)
or you can make a matching flash export and thats what I would do.
Well I want to make a matching flash export - but the question is how do I do this? The problem is that when I hit export in premiere it gives me those dimensions mentioned above - and if I change them manually I get a combination of pillboxing and letterboxing. What specific steps do I take to make a matching flash export?
Match the project to the source file.
Export and change the dimensions of the export to match the project.
(It should do this automatically but otherwise...change it so it does)
BTW Does the source files look the same in the Source Monitor and the Program Monitor in your sequence?
also...In export. Take a look at the output tab and see that all looks the same.
Well that's the thing - when I go export it's pillboxed with dimensions 776 x 360 - if I change the dimensions in the video settings the pillbox is still there - the whole thing just gets scaled down. I've attached screen shots of my project view and export view and the pillbox is visible in both. What I don't know how to do is how to change the export settings so that it's done correct. Does that make sense?

It kind of appears that your source footage is either :
Not actually the dimension you think it is and already has a pillarbox on it
or it is the wrong PAR ( Pixel Aspect Ratio) I just cant tell from the shot but...
Right click on the clip in the Project Window
Select Interpret Footage.
Try some of the PAR options available.
Ok I know the originals are 640x360 and I am positive of that - but the PAR - yeah that's probably where the problem is. When I go interpret footage on the originals in the project window the pixels are square - however I'm pretty sure that somewhere along the process for the project I set the pixels to something other than square.... so how can I set them back to square?

Well for the clips it's already all set to square... and when right click for on the sequence interpret footage is grayed out...
I just created a new sequence and changed the PAR there - it worked thanks for your help shooterz!
