In CS5, you have to target all of the tracks that you want to have affected by a particular operation, including PgUp/PgDn.
The Next Edit/Previous Edit shortcuts/commands now honor track targeting. In other words, any tracks that are not targeted (the Video 1, 2, 3 and Audio 1, 2, 3, etc. buttons at the left of the timeline) will be ignored. Target ("turn on") the tracks you want the Next Edit/Previous Edit commands to use.

Is there a way to Target all of the tracks so it will act like it used to? Major pain trying to go back and forth between tracks.
Hold down Shift and click one of the track selectors; they'll all be selected. Shift-click again to deselect them all.
For what it's worth, this works on all track-level controls, like audio/video mute, track lock, and sync lock.
