HDV i25(50) Pal gives poor render quality

I'm using the HDV 1440x1080i25 (50) PAL preset on Premiere CS5 to edit some footage with a lot of movement. It was shot with a Canon HV20 (an HDV camera) and imported via a separate program.

With this preset, every time I render out effects the quality suffers considerably. Colored artifacts appear in dark zones etc.

I solved this problem by moving everything to a DVCPROHD 1080i50 sequence. This way I don't see any loss of quality. But there's still somewhat of a problem, since it's not the original format and a yellow line appears above the whole scene.

It seems to me that the presets for the HDV renderer or the rendered mpeg quality are not set correctly for this sequence preset.

Should I report it to Adobe? How do I do that?
