With no error messages to go on, I can only offer this CHECKLIST for the general installation of Adobe programs. Go though that, and see if you have met all of the requirements, and suggestions.
Also, are you installing from physical media, or from downloaded files?
1. Copy your complete installer to c:\PRE folder.
2. Launch the task manager and kill bridge.exe (if running).
Launch setup.exe from the new location (c:\pre).

It's a downloaded file. I'm trying the new location now and I also extracted one compressed file that was DATA1.
So I'll tell you how that goes in a little while.
You should not need to manually extract the files. You should have downloaded a .7z file and a .exe one. Stick them in a folder together (I suggest avoiding the root directory or your desktop) and run the executable. That will do the extractions and run the setup program for you.

I've tried the new location, no luck. I've also tried all of the suggestions from the checklist, no luck
Could I please request you to provide following log files so that we can debug issue : -
1) C:\Program Files\Common Files\Adobe\Installers\Elements STI Installers 1.0 <Date of installation failure in mm-dd-yyyy format>.log.gz
2) Start -> Run -> %Temp% -> PRE9.log
Further, if you can attach screenshot of error then it would be great.
Further, I would like to give following suggestions: -
1) Try to install PRE by keeping Setup.exe at location other than C:\users..... or desktop.
2) Before installing PRE, make sure that you have closed all adobe applications.

Those folders don't seem to exist in my hardrive and the last two suggestions didn't work :S
I can't screenshot the error message because there just isn't one.
Without log files or screenshot of error message, it will be difficult to debug.
Could you please specify pointwise what exactly you are doing on your machine so that we can replicate same on our system.

I can't install pe 9 from new disk
on win 7. but i can d/l and install pe8 trial version.
i have tried most suggestions anymore are welcomed.
windows 7 reports issue with windows installer. i have reinstalled several times no luck.
at one point i received error 1 when trying to open thru icon. email@example.com
If you've tried all of the suggestions in this thread, then it's time to call Adobe Tech Support. Your problem is likely too complicated to troubleshoot on this forum.
