A great deal depends upon the script you are using for your contact, but, in general, you would pass
whom a contact form is sent.

I know that if I want to make another place for my site you name the file contact.html for EminentTechStudios.com/Contact
This is not correct. If you name a file Contact.html, it will show in the browser as EminentTechStudios.com/Contact.html
If you want your file to show in the browser as EminentTechStudios.com/Contact, then you would need to create a new folder called Contact, put it in ryou root folder, and create a new file in it called index.html (or whatever your default file name is for your server).
Notice that I capitolized the C because of your example, however that is not a good idea for files or folders.
I am not sure if that answers your question however.
Ohh I never really noticed that but thats true. The .html part never really caught my attention. I'll see if I can work my way around what you said and see if I can figure out my other problem with that!
In the DW Files Panel, Right click on your site name to make a new folder for Contact.
Right click on Contact to make a new folder for Austin.
Site - your site name (C:\sitename)
yourdomain.com/Contact/index.html = http://yourdomain.com/Contact/
yourdomain.com/Contact/Austin/index.html = http://yourdomain.com/Contact/Austin/
