If you want to do it in Illustrator it's a matter of drawing triangles and applying white to transparent, or white to background color, gradients.

make the radius 2 three or four times the radius 1 measurement
then manually alter the peaks with the direct select tool
give it a feather to your liking probably 2 pts would be good
then give it a radial blur to your liking and you get something like this

Now I can, this is the star it has some feather I also gave it an outer glow of some small amountThen gave it a Radial Blur≥Spin with a small number like 7 or 8 A very nice effect I think.
