And why can't you select keyframes and drag them around? Has the Flash editor team ever seen the After Effects editor? God it's horrible in Flash. You should just be able to select the diamond icon on a keyframe in the timeline editor and drag it around, as well as copy and paste onto other keyframes.
To clarify I'm using the newer type of Timeline Tween "Motion Tween". I don't see an intuitive way to move/copy/paste tween-icons in the timeline or editor.
By icons, I mean the diamond shapes that are added to the objects frame in the timeline.

As of Animate CC, you can do this by:
- selecting a single frame (Ctrl + Clicking it) then
- doing a Right Click to open the Options Menu
- selecting "Copy Properties"
- move to target frame and select "Paste Properties" or, if you want to only paste certain special Properties, "Paste Properties Special"
