I have encoded a video in PP CS5 as:
720x480 (DV/NTSC widescreen 1.2121)PAR
1920x1080 (1.0)PAR 29.97 fps, upper
When my website guy brings it into Photoshop, the measurements are 872x480, even though I encoded for 720x480
Why is this?
Does this have anything to do with PAR?

Video, unlike images, will often use non-square pixels. Your export, after the 1.2121 PAR is applied, comes out to the resolution seen by the Photoshop guys.
In PS, under Image>Pixel Aspect Ratio, the image can be easily adjusted, to match your PAR. This is as of about PS CS.
