I got a new computer and tried to open a book I purchased about 5 years ago. With Windows 7 and Adobe Reader 9, I was was notified that I needed to download Adobe Digital Editions. I did so and registered etc., but am not able to open the digital book I previously purchased. I get the following message:

How can I access this publication?
The error code indicates that when the content was purchased, the bookseller was using Adobe Content Server version 3 (which matches given the time frame you gave). Unfortunately there was a DRM change between ACS3 and ACS4, and while there was a migration path provided for this (see http://www.adobe.com/products/contentserver/migrate.html ), the necessary server support for migration using ADE was turned off over a year ago.
At this porint, if you don't have a machine on which you are able to open the content (using Acrobat or Adobe Reader 6 or 7), then the file will never be able to be viewed, and your best bet would be to contact the book seller to see if you can get a redownload.
