Premiere Elements can't work with FLVs as source files, unfortunately.
As for the video from that Lumix camcorder, it may well need to be converted also into an editable format. Depends on the model of camcorder and the video specs.
The MOV file is, after all, just an envelope for holding your video files. What matters is the codecs used to create the files.
I found free software for converting from
.MOV and .FLV to .AVI. It worked fine and is called PRISM
