I know I have an old version of the software, but that is all I can afford atthe moment. My problem is that the files from a Canon Legria FS200 do not display correctly in the program. I shoot in widescreen mode. But when I load the files into Elements 4 they appear squashed. Is there something in the set up that I need to adjust or a file that I need to download.

The Canon Legria is one of a new breed of inexpensive camcorders that do not shoot in standard AVCHD mode but in standard definition. It's most likely not going to work well with Premiere Elements 4. However, you may find better luck editing its video with one of the new project presets in version 9.
Otherwise, your best bet is the editing software that comes with the camcorder.
I could not find deep enough specs online to recommend a program for converting the video to a more universally editable format. Sorry.

In PrE 4.0, with the footage in the Project Panel, if you choose Interpret Footage, what does it show, and can you then change that to 16:9?
It might be as simple as PrE just missing the Widescreen flag, and its displaying as Standard 4:3.
