Does this happen with all compositions, or just with compositions with the Fast Blur effect?

Are you using OpenGL? If so, turn it off.
Yes, this does happen with all compistions and no its not just Fast Blur. Anything effect I use It usally shows up. Also yes again that I do have OpenGL is off.
My Specs are: Intel Core Duo CPU 2.00GHz
32-Bit Operating System
Graphics: NVIDIA GeForce 8500 GT \

Try creating a new project and a new simple composition---say Fast Blur on a solid-color layer. Does it happen then?
What are your Memory & Multiprocessing preference settings? A screenshot is probably the easiest way to show that.
Any third-party video hardware, like capture cards, etc?
Oh, and try resetting your preferences. That can often clear up some issues.

Turn off OpenGL in the prefs. Some of these effects use hardware accleration and this seems to crash your graphics driver, because it is outdated or poorly configured...
