MB Looks is pretty slow, but 2 minutes for a 3 second clip boils down to rendering speed of around 0.75 fps. To see if your system is properly tuned, run the PPBM5 Benchmark and you will know how good your system performs.

with your config and with DV PAL the MB redering ratio shouldn't be more than 1:20. If you have applied several MB instances --> try to serialize it, e.g. in my case (HDTV 25p) it saved 50 % overall rendering time.
PS: MB rendering takes also a lot of memory (I have 24 GB) and if your output is MPEG2/4 it's slow too and on long redering processes (1 hour +) I got 'unknown errors' which I could avoid in first rendering to AVI and afterwords in a seperate rendering convert to MPEG2/4. I know that this is not very elegant but I have no time to investigate too much, maybe others feel a desire to do so.
I did some more test on the same project with same footage,and for some reason the render time was change for better
3 sec (footage) -> 10 sec Render
30 sec(footage)->57 sec Render

Sorry, my rendering estimates are for AVCHD/MPEG and not for DV --> so your second test is quite ok. Dependend on the MB filter complexity it can take of course longer (as said above).
