There is not much info to work with. Can you look over this ARTICLE, to get some ideas of the types of info that would be so very useful to getting us started at helping you get PrE started?
Ok i'm gonna do my best with that, but to be completely honest, i dont understand any of that stuff. Not sure if this will help at all but the front of the computer says HP Pavilion a1114n. And i apologize for my beginner level with all of this stuff.

Video editing is NOT a simple task, and there is a LOT of reading you need to do
For P-Elements 9 http://help.adobe.com/en_US/premiereelements/using/index.html save the PDF to your hard drive and start at the beginning
Out of date video drivers could be part of the problem. You should be able to go to HP's support web site and check for updates. Also update QuickTime to 7.6.9 from Apple - QuickTime - Download
