Problem with creating masks from an exported frame in Premier Pro CS5

I'm having a problem with creating masks from an exported frame generated from within Premier Pro CS5.  I export the frame which is 720 x 480.  I open the image in Photoshop and verify that it is still 720 x 480, edit it to create my mask and important it back into Premier Pro only to find the frame is no longer 720 x 480.  To see if the problem is with Photoshop I tried exporting a frame and immediately re-importing the still back into Premier.  Sure enough it has apparently changed aspect as it shows with black vertical bands on each side in the source viewer and actually overlaps the original clip/frame as a horizontally shrunken image in the program sequence frame.  Any idea as to what I'm doing wrong?
