Historically, with the Functional Content, Adobe makes but a few changes, version to version. Usually, a couple of Menus will go away, and a few more are added. Sometimes, it's just a slight design element change.
Now, PrE doesn't have quite the same upgrade paths, as say PrPro. My guess is that the assumption is made that most buyers will be new owners, rather than upgrading from a previous version, so the full set of Functional Content will be included, rather than just a sub-set of it.
I do not have the ability to compare the Functional Content between PrE 8 & PrE 9, to check to see if there are any differences. If you have the exact same set in each version, and the file sizes and dates are the same, then it should be fair to say that they are the exact same.

The following is a copy/paste from my Premiere Elements 9 First Look thread at a Premiere Elements Forum that I frequent. The post gave the Premiere Elements 9 description of the available DVD Templates, but also included a comparison to Premiere Elements 8 DVD Template offerings. I hope that you will find it helpful.

In Premiere Elements 9, there are 15 categories of DVD Templates. All in all there is a total of 61 DVD Templates (non Plus members only type) and 2 Plus members only type.
What is new?
One of the 15 categories is new, namely, “Pets” with new DVD Templates named Doggie Days and Kitty Kapers. The retained category of “Holiday and Events” now includes a new DVD Template named “Fun in the Sun”. And, the retained category of “Movie Genre” now includes a new DVD Template named “Crazy Cartoons”.

That should help the OP greatly. As I postulated, there are a few new ones in the mix. That has pretty much been Adobe's take on the Functional Content, in many programs. There will be a few additions, and maybe a "retirement," or two. There is seldom a complete re-do, where the material is totally replaced.
The biggest change that I have observed, has been with CS5, and the loss of some 32-bit only Effects and a few Transitions being retired, as everything went over to 64-bit. If PrE goes 64-bit, I feel that we will see the same thing there.
