Adobe will only have the latest release PrE 9.
There might be some retailers, that still have older versions in stock. I would check out sites for stores, like Office Depot, Best Buy, etc., if you are in the US. Seems that someone posted about one of the "office stores" having PrE 7 still available.
There might be legit resellers, say through Amazon, or similar, BUT so very many of those offer pirated Adobe software. Be very, very careful, if you go that route. Now, given both the frequent (about every 12 mos.) releases, and the lack of the same "upgrade paths," as with PrPro, plus the lower price, there could well be legit sellers, who had, say PrE4, but then bought PrE 9. They could transfer their license, along with the media, to you, and Adobe makes that process easy with but a few FAX'es. Get the transfer of the license issue handled first. If the seller makes any excuses, just walk away.

PE8 caused a LOT of problems for a LOT of people, so if you do find a place to buy, go for PE7... knowing in advance that some of the newer HD formats will not work well, if at all, in Premiere Elements 7
I also agree about PrE 7, or even PrE 4.
