You should be able to use it after adding the mobilecomponents.swc and the mobile theme to a desktop Flex project.

Can We get more specific Instructions on this. I'm wanting to develop an air application for the asus ep121, a full windows 7 slate pc. I'd love to use the kinetic scrolling lists and large skinned mobile components in the project.
I'm not sure what extra information you need.
Open up your Flex Framework directory and find the two SWCs.
With a default install,
Mobile Theme is at: [Flash Builder Install Root]\\sdks\4.5.1\frameworks\themes\Mobile\Mobile.swc
Mobile Components are at: [Flash Builder Install Root]\\sdks\4.5.1\frameworks\libs\mobile\mobilecomponents.swc
Add both of those to your library path on your Flash Builder project. I've actually done this for the Flextras Mobile Component Samples: https://www.flextras.com/index.cfm?event=ProductSamples&ProductID=21
It is actually kind of a pain if you want to mix mobile w/ desktop styles.
