The highlight is scalable so it's vector graphics.
Flex supports .FXG vector graphics. Photoshop CS5 & and Illustrator CS5 support export to FXG.

Yes, if it's a Spark application. Components have skins. Spark component skins can contain fxg graphics. The programmer will have to create a new skin for the application component.
You should check out Flash Catalyst. It's a tool for creating Flex application designs without writing code.
- You create the design and send the Catalyst project to the programmer
- The programmer imports the poroject and writes the code

already, but I cant seem to configure the components how I want there.
