People do use the clone stamp in masks (along with just about every other tool under the sun), and you already have to target the mask to paint into the mask.
I'm not sure this user error needs a change in behavior that would complicate legitimate use of the clone stamp.

Seems like the most comon way (in Sweden) is not using clone stamp in masks.

Anything you would use for painting can and will be used for painting in masks.
I don't have a great reason for why - I just know that the tools are used, and should be available.
The counter question is: why should we disable a valid feature? Just because some people make mistakes using that feature is not a justification, otherwise cars, bicycles, and stairs would have been disallowed long ago.
Like I said, it´s probably a question of missunderstanding (langage issue).
I don´t want it to be dissmissed, I just want it to default the clonestamp to the imagelayer. Then be able to active make the choice to use clone-tool in the mask layer.

I agree with Chris as well. This should not be changed.
If you click anywhere on the layer palette, the image is selected. You have to click on the small layer mask icon to select it. So IMO the chances of accidentally selecting the layer mask are minimal.
