You are attempting to upscale the DV-sized video and I guarantee that it will look awful. I used to have P4 3.0 and I can tell you that the upscaling and conversion to H.264, which is a very complex codec, is simply overwhelming your processor. I suspect your lock-ups are due to overheating.
For the PProHeadless error, try updating the firmware for your Blu-ray burner (even though it's brand-new). If that doesn't work, then try disabling the burner in Device Manager and then opening your En project(s). Create a disc image in En and save it to your hard drive. Then close En and re-enable the burner. Use the free program ImgBurn to burn the image to disc.

Here's the solution to what you are looking for(regarding pproheadless error):
1) Open a DOS command prompt in administrator mode (ie Start - All Programs - Accessories - right-click on Command Prompt and choose Run as Administrator)
2) type the following:
cd "Program Files(x86)\Adobe\Adobe Premiere Pro CS4" <enter>
regsvr32 MediaCoreMarshal.dll <enter>

I'm not talking about your computer monitor; I'm talking about the Program Monitor in Pr that displays the content of your timeline. if you're talking about that same monitor, then all I can suggest is that you try reducing the playback resolution anyway. I don't know why the same setting would make a difference between your previous installation and now; stuff happens sometimes.

Disabling the bluray drive reverted everything back although it is not running as smoothly as before so I can get in to Encore projects although they are erroring out and shutting down the program whenever I attempt to image in bluray...haven't attempted to image in standard DVD yet.
Right now I am attempting to export a project from Premiere as a bluray so the encoder is running it...
Will I ALWAYS need to disable the bluray drive anytime I am not running bluray projects in order to get into the standard DVD projects?
About the monitor, CS5 has a selection for adjusting run resloution but I don't know if or where the adjustment would be in CS4. As I said before I did not need to adjust the resolution before this happened.
