Desktop application for Flash games (and possibly Shockwave/Unity3D)

I would like to build a PC desktop application to  access and play Flash games that were originally developed for the browser. Would Adobe Air be a good solution for this?  If so, would this be a job best suited for Flash Builder, or should I  develop it in Dreamweaver/Aptana as an HTML/Javascript application? (In  the future I would like to port it Android devices).

I also have many Shockwave and Unity3D games I would like to access from this application. As far as I know Air only supports the Flash and Acrobat plugins. Are the Shockwave and Unity3D plugins currently supported, or does Adobe have plans to add support for them in the future?
