Other than the uploading aspect, do you have control of your account?
What is the size of the Export/Share upload? Does that fall within the parameters of your account?
Do you have adequate space available in your account?

I have tried being logged in, logged out, internet browser window open, closed etc... I have even tried uploading a video that I have uploaded before and get the same message. Hope that helps in answering the question.
Let's see if it a PRE problem or a PhotoShop.com problem. Install the standalone uploader from http://www.photoshop.com/tools. It is at the bottom of the page on that link:

I have the same exact problem/error. For the passed 2 days i cannot share a video on photoshop.com
I have access to photoshop.com and am able to upload photos etc. I wonder if it a server problem or something?
Well, it's been a week and still can't upload video from Elements. I can upload any video manually, but can not preview or share video. Gives me an error about photoshop.com not being able to create a version that can be shared. Guess I will create a Shutterfly account for file sharing from now on.
