Is there a tool that can help me tag the pdf? And is there a tool can even automate this process?

Review this PDF:

to determine what proper tagging is, else "smile, be happy" can become remote.
Look over section 14.
Alternatives:
--| Use Acrobat Pro's Add Tags to Document. This has Acrobat make a "best-estimate" for tagging. Ok for simple PDF content; no so ok for other than simple.
Use a test copy of the PDF to determine if this meets your needs.
--| If the authoring file supports establishing a logical hierarchy of content order (via built-in tags, headings and styles) and has adequate Tag management for Tagged output PDF then the majority of tag work can be done upfront. Authoring applications that, currently, have the "right stuff" - FrameMaker, InDesign, Open Office, MS Word.
There'll still be a need to do some post-processing with Acrobat Pro.

You'll note that the focus on tutorials for "Tagged PDF" is predominately for "Accessible PDF". Accessible PDF is one of the facilities provided by Tagged PDF.
Another is export of PDF content to other applications while retaining format/layout in the export. A Tagged PDF having a well-formed structure tree not only supports accessibility, it also supports cut/copy - paste & export of content.
Other "Accessible PDF" tutorials are availble at Adobe TV and at the Acrobat User Community Learning Center.
