in as2, you can use the filereference class to allow user's to upload files to your server. when uploading is complete you can use the loadMovie() to load the image into your swf.
In AS3 you also use fileReference to upload and download files.

but you can't use loadMovie().
well, Here is how i think of it :
1. create a browse & upload functionality to upload the images
2. then write the name and the source of the image into an xml file using cf
3. parse the updated xml file using actionscript.
4. then use the UILoader or the loader component.
