To put it simply, what I am asking here is does the keyboard shortcut- Max Frame '@' only work on a panel that has been mouse clicked?
Yes, you're correct--sort of The "Maximize Frame" command doesn't necessarily need a clicked panel, but instead functions based on the position of the mouse pointer. I know--sounds silly, but it's true. If you position the pointer over a non-selected panel and hit the Maximize Frame shortcut, that panel will maximize, regardless of click status.
Either way, you're going to have to move the mouse to do what you're trying to do. I suggest a feature request: Adobe Feature Request/Bug Report Form
Once again thank you Colin, I have been using PP for over 6 months, and I would never have figured that out
I not sure if its a bug......if you want to go to a visible panel at full view- slide the mouse hit '@' and Bingo!

I wouldn't necessarily call it a bug, either--it's more a matter of a limitation of function based on what you'd expect to happen. It's reasonable to assume that the highlighted/active panel would be the one receiving the "maximize" command, not the panel beneath the mouse. As such, a feature request would be an appropriate response.
