I think you'll find that if you move your HTS files into a folder that the project will lose track of them and they won't appear in your topics. They have to be at the root level. As for the translation issues, all I can suggest is that you have a folder created outside of RoboHelp that contains copies of all your HTS files. That way you can send your translators just the folder. Of course it assumes that if changes, additions , deletions are made to your snippets in RoboHelp that the files are updated in your snippets folder.
I know this won't help you where you are at the moment but this can be handled by the new improved Resource Manager functionality on RoboHelp 9.

You might like to add a feature request that snippets can be in a folder of the author's choice or at least a separate defined folder.

Despite your firm reply, I tried it, using all kinds of contortions such as editing rhsnippet.apj manually. And of course you are right: It can't be done.
I submitted a feature request, as you suggested -- and hope others do the same.
The Snippets need to be in the root forlder only, otherwise RH will lose track of the Snippets.
A workaround can be to export the snippets from the Snippet Pod to a particular folder to get them all at one place. I hope this solves your problem
Additionally, the new Rh9, provides a way to categorise the snippets, such that snippets belonging to the same category are grouped under their category in the Snippet Pod.
Rh9 also gives users - the ability to search for snippets from the Snippet Pod.
The Description of the snippets is now shown in the newly added column 'Description' in the Snippet Pod.
Where can I create additional Snippet categories? The RoboHelp Help is not very helpful.

Which version of RoboHelp are you using? In RH8 you have the Resource Manager. This can be used to store snippets. In RH9 this functionality was extended to allow you maintain a central location for things like snippets so they could be updated across projects.
