brian100780 Feb 9, 2011 11:46 AM (in response to Todd_Kopriva)well something that i can add a blur effect to and then use the shape tool to create just a circle/oval of a blur. i can't add a blur to a layer with out any video in the composition.

No keyframing is required for this effect so we're not sure what you think you want us to help you accomplish. Since this is the AE forum forget you have Premiere and forget how you think you remember doing something because, we will agree, your memory appears to be faulty by your own admission. Try to explain what you want to see on the screen in the simplest of terms

See this video, which shows how to do what you're trying to do:
"Motion tracking and rotoscoping" (to selectively apply an effect to a face)
