Sequence > Add Tracks
Right-click track headers > Add Tracks
Drag clip to "empty" space above current tracks.
Colin has given you the methods to "Create Tracks," and all should work just fine.
I am sure that there is some "ceiling" on the number of Tracks, but do not recall ever seeing it - maybe something like 99? Maybe someone knows that that ceiling is, and will report it.
I've done up to 48 Video Tracks (mostly for small Clips and Titles), and would think that one would hit a "ceiling" with their computer's power, before they would run out of available Tracks.
About the same for Audio Tracks. I've had up to 28 Audio Tracks, with no issues (other than a lot of scrolling up and down, even on the dual 21" monitors).
