When you are trying to execute the 2nd step, (as mentioned in your post) which patch are you using? Is it the patch for Tier 1, Tier 2, Tier 3 or Tier 4 languages? You must use the correct Tier language patch based on the language of the application installed on your system.

I'm using Tier 1 (AcrobatUpd1001_Tier1.msp), as we are in the USA. As I understand it, that's the English tier.
In step 2 you are using a full path to the .msi file inside AIP, right?
Yes, I am using the full path, from the drive letter all the way to the .msi and to the .msp files both:
msiexec /a s:\adobe\readerx.0\AdbeRdr1000_en_US.msi /p c:\temp\acrobat\AcrobatUpd1001_Tier1.msp
You need Reader Patch - not Acrobat.
The right one is AdbeRdrUpd1001_Tier1.msp
That was it. The public FTP site doesn't have that .msp file available. The distribution download site gives only a .exe file, which cannot be used in Group Policy. I never even considered that Acrobatxxx.msp might not be the same as adberdrxxx.msp. Sigh. Had to search the site to find the right .msp file, but that worked!
