If and only if they used Adobe Acrobat (and a newer version at that), they can enable the file so that people using Adobe Reader can save their changes.
In order to tell you how to do it (it varies by version) I would need to know whether they are using Adobe Acrobat Standard, Pro, or Extended and what the version number is.

One thing to keep in mind that there is a limit of 500 uses for these forms. If they are using them internally and have less than 500 employees, they should be in the clear. You can send the form to 500 or less people and they can submit them an indefinite amount of times OR, you can send them to an indefinite amount of people but only collect the data from the form up to 500 times.
