I know what the system requirements are. my question is if I have an external monitor Dell 24" 1920x1080 when I do the install, will that work?
after CS5 is installed and I launch premiere with out the external monitor, will Premiere work?

It will work, but you have to work partly in the blind, not seeing the complete user interface.
Generally, laptops with such a below minimum requirement monitor are also lacking on a number of other requirements.
ok so you are saying that it will install fine without an external monitor?
or are you saying that I need the external monitor (1920x1080) to get cs5 installed...
then once it's installed and I use Premiere CS5 without the external monitor, I will not have access to some user controls?
It will install when you trick the installer to believe that your monitor resulution is sufficient. If you then remove the second monitor, you will have a working installation of CS5, but you can't access parts of the user interface. What parts of the interface will remain hidden from you, I don't know.
Generally those kind of laptops are dead slow and if you have to fiddle with the user interface all the time for you to access a command you need, it will be like having a blind as the driver of your car. Not very reassuring and pretty unsafe, even if the speed is nothing more than a crawl.

There are several dialog boxes that are taller than 768 pixels, so you won't be able to use several controls within them. I've tried it, and I wasn't able to use footage interpretation controls, including those for RED settings.
Also, as Harm said, any laptop with such a small screen is probably also underpowered in other ways. I can imagine using such a laptop for a quick emergency task, but I certainly wouldn't want to try to get work done on it regularly.
