That is correct. If you zoom in all the way to the timeline you will see the individual frames (indicated by the ruler along the top of the timeline).
For obvious reasons, you can't place any video clips halfway between frames.
I don't use video in my projects, I use camera photographs. So perhaps I should start out with a template that uses 60 fps instead of 30fps and I'll be able to get the synching that much closer.
A video frame is a video frame, Nick.
In NTSC video there are 29.97 frames per second. In PAL, there are 25. You can't put video in between them. Think about it and it should be obvious why.
Besides, over 25 frames per second creates persistence of vision -- your mind can't see the individual frames. Even if you could get "in between the frames" it would accomplish nothing.
