I use a GV700E - the PAL version - and can capture from, and export to it, without your problem.
I assume that you are exporting HDV? You need to set the Sony to HDV in its menu BEFORE connecting it to the computer. I have had problems exporting if it is set to Auto. I have read that you should not connect it until the computer has booted. It is possible to have control of the deck. but not actually record on it if a setting is wrong. In practice you seem to be able to connect it even after opening Premiere and have no problems.
You should turn off Auto-Save before you start - this can upset things. I also disconnect from my wired network and turn off Internet Security.
The one problem I have met is an occasional freeze on the recording on the tape. This was common with CS4, but I have only had it once with CS5.
It took me a while. But the problem is solved. All I had to do was change settings in Sequence Settings>General>Playback Settings. In Playback Settings, I had to choose External Device, in this case DV:29.97 720x480i. Then select External Device Audio. Finally, in Export, select DV:29.97 720x480i.
That did it!
