- Recognize Text is disabled
- OCR on multiple files is enabled
The only situations when that can happen are:
- When you don't have any document open in Acrobat.
- When the open document is a protected so that you don't have rights to modify the document. In this case, you can go to Document Properties (Ctrl+D) and change security.
Please let me know if your case is neither of the two above.

However you seemed to have found the problem. Still being an scanned image is a Possibility for OCR not to work.
