What you are referring to is Rotoscoping - basically the retouching of individual Frames.
Though labor intensive, it has been standard practice from the earliest days of cinema.
If you have AE, I think that it will be easier there, though PS-Extended has advanced editing with Video (certain CODEC's).
The old method of Exporting to FLM (Filmstrip format), and then Importing those Frames into PS has changed, as I do not think that FLM is currently supported.
