That is not a link to a PDF.
I don't know how, I was on there for a hour. If you want I can get back
on there. After looking around I think I have narrowed the issue. It
seems that it changes fractions when using Arial Narrow Bold. Now this
only happens on some computers and this is with the reader only. I have
6 computers and 4 of them view 1/2 as 1/4 and the others view it as
intended. This just doesn't make sense.

Open the PDF and go to File>Properties>Fonts.
Do all of the fonts have "embedded" or "Embedded subset" next to them?
No they do not. It just says Arial Narrow, Bold and so on. It lists some other information on there. Here is what it says exactly under the Arial Narrow Bold:
Arial Narrow, Bold
Type: TrueType (CID)
Actual Font: ArialNarrow,Bold
Actual Font Type: TrueType
Then you are no doubt getting some font substitution. There's not much you can do on the Reader end of things.
When creating the PDF, you need to choose to embed the font information to keep Reader (and other PDF viewers) from substituting.
You don't mention what product you use to create the PDF's or steps taken to create them so I can't tell you how to remedy this.
Scott, do you really want to post in a public forum all that private information shown in your message #2? If you don't, you may wish to send a personal message to adobe admin and ask him to remove it.
I assume he's using these forums via email.
If you don't want that to go through, you'll want to turn of your signature or delete it before hitting send.
I know I was on my other terminal which has my signature. I have sent a report abuse report. Is there someone else I can email?
