The pan/zoom effect is also called a motion path or the Ken Burns effect. I show you how to do it, step by step, in both my basic Premiere Elements books and in my "Cool Tricks & Hot Tips" book for Premiere Elements.
There are a number of ways to do -- but the most effective is called motion path keyframing. I've got some free articles on creating these motion paths at Premiere Elements support site Muvipix.com.
Check out the PDF called "Basic Keyframing". It will show you the principles.

FYI, I finally downloaded the pdf. I had already found my way to the
motion settings and thought that was where I could do this, but could
