You won't be able to do this with states. The workaround is to create a a new page that holds the large view, and use the rollover on the original page as a trigger to jump to page with the large image. The built-in JS behaviors in FW won't let you move to a new page using the rollover trigger itself though, so you'll have to click on it in order for it to work.
Not exactly what you were hoping for but that's the limitation right now.
That is the basic idea of what I want to happen but I really need it to be caused by a rollover rather than a click.. Any other known workarounds to get a similar result?
I also have dreamweaver, is there something I could do with dreamweaver to make it work?
If you have solid skills in CSS and HTML then yes DW would be a better choice to do this. There may even be a AJAX plugin you can find that does the heavy lifting.
FW is not the place for this, especially if you're building true web pages rather than prototypes.
