The easiest approach would be a blue Solid Color Layer set to Blend Mode Color.
Another option that would allow for better control of color shifts along the brightness changes would be a Gradient Map Layer (set to Blend Mode Color).

For an image to match the one below you need 2 inks Black & Dk Blue.
- For Black you want to adjust the curve to be in shadows and not in the highlights
- For Blue you want to adjust the curve to be in high to midtones and not in the highlights
Then you need to decide how you want this to print. If 2 spot colors, then keep as is. If CMYK then image >> mode >> cmyk
